My state tax return has been rejected three times now. I'm filling it for the first time so I need to enter either my Illinois ID or Driver's License number. I tried both of them, all information is correct, numbers and letters all caps, first and last name exactly as ID/DR, and also weight. Still getting rejected with the same IL1040-8200-1 code, and the action is just "check your ID/DR number" - which is correct.
Here's the message I get:
IL1040-8200-1 - "The Primary Taxpayer Drivers License number or State ID number did not match the Drivers License or State ID number on the Illinois Department of Revenue production file. If PC Online return, at least one of the following Primary Taxpayer signature fields must be present and match the department production file: Primary IL-Pin, Primary Prior Year AGI, or Primary IL Shared Secrets Drivers License/State ID Number."
IL1040-8600-2 - Please review and correct the Primary taxpayer's signature requirements. All of the following Primary Taxpayer Drivers License signature fields must be exactly as shown on the Illinois Drivers License or State ID and must be valid on IDORs DLN production file, PrimarySignature, ILStateDLorID, DLOrStateIDNumber, DLOrStateIDFirstName, DLOrStateIDMiddleName, DLOrStateIDLastName, DLOrStateIDSuffix, and DLOrStateIDWeight.
Seen this happening on previous years for a lot of people but never found any solution for this. Any ideas? Thanks!

It seems like you've exhausted all options available for filing the Illinois return electronically. The only solution left is to file by mail.
You can still file the Federal return electronically if you have not already done so.
TurboTax should give you guidance about how to file the Illinois return by mail when you print the return. The address to use will be on a cover sheet that prints with the return. You will need to attach copies of your W-2s and any 1099-s that you have which have state taxes withheld. Also, don't forget to sign the return before mailing it.
Try getting your Illinois PIN to include as part of your electronic signature to see if the return will then be accepted. This just adds another layer of identity protection.
Use the information at the following website to get your PIN: IL-PIN Inquiry
Hi Annette. Thank you for replying to this, but I'm not allowed to get the IL-PIN at this time as I'm a first time filer. Here's what I get when I try:
"Our records indicate that you may be a first time filer with Illinois. Please verify that the information you entered is correct, and make any corrections as necessary. If your entries are correct and you are trying to obtain your IL-PIN to file electronically, you may use your valid Illinois driver's license number or Illinois identification card instead of the IL-PIN. If you are trying to obtain your IL-PIN to use another electronic application, contact us."
And yes, the entries are correct. They just tell me to use the ID or DR number to file electronically, but that's exactly what is not working.
Thanks for following up that the IL-PIN did not work (it helped my nephew file his return in the past, so it was worth a shot).
Based on the information in the error message that you shared, since you cannot get the IL-PIN and your ID information is correct, try including your prior year AGI. Since you are a first-time filer, use '0' for the AGI.
Thanks again Annette, but it won't let me add the AGI unless I declare that I did file taxes in Illinois last year - which I didn't.
Seems like I'll need to file these by mail, but I don't know if that would work. Any thoughts?
