I am filing state income for IL by mail. I have a payment due. In addition to IL-1040, Turbotax asks me to also include W-2 and 1099 forms.
But do I need to attach 1099-INT forms if I have no tax withheld on them?

No, if you do not have tax withholding, you do not need to send the 1099-INT with the Illinois tax return.
