No, because I filed Standard deduction for Federal tax return last year.
Line 6 of Form IL-1040 requires that a taxpayer enter the amount of Illinois income tax overpayment included on line 1 of their federal Schedule 1.
If line 1 of Schedule 1 is blank, line 6 of Form IL-1040 will be blank, as well.

I have found that Illinois 1040 populates with Schedule 1, Line 14 instead of Schedule 1, Line 1. Line 14 is $0, but Line 1 is $331. Why is TurboTax not populating with Line 1? Changes the results of the Illinois return.
If line 6 of your Form IL-1040 is populating with the amount from line 14, rather than line 1, of your federal Schedule 1 then, you're correct. This shouldn't be happening.
First, double-check that all of the amounts on your federal Schedule 1 are correct. If they're not, go back into the TurboTax program and make any changes necessary -- in your case, check taxable refunds of state and local income taxes, and moving expenses for members of the Armed Forces.
Then, if there are no issues with your Schedule 1, your best bet may be to delete your Illinois return and start it over again.
