W-2 form, box 15 has MN as state but, no state id number, how to proceed....can't file without solution

the company also said they don't take out MN state taxes

If Boxes 16-20 on that line are blank, just leave Box 15 blank.

Unfortunately they have a dollar amt in box 16.....
