Yes, you need a MI-1040 to file a Michigan State return.
Schedule C is only part of the Federal return, not Michigan.
If you are trying to pay the TurboTax fee with your tax refund, that might be an issue.
Thanks for your quick reply! I've already paid the TurboTax fee via debit card, so that shouldn't be a problem. My "File by Mail" instructions say "Your Michigan state tax return (Form MI-1040) shows no balance due or refund amount." Is that related to this issue? The "File by Mail" instructions also say "Your tax return - The official return for mailing is included in this printout.", but the only document included is the Schedule C form, which is just a copy of the form from my Federal return, as you pointed out. Am I misunderstanding something here?
I am assuming / it sounds like -you went into the state tax section, selected MI, went through the questions and the review, paid for the return, yet do not see the forms.
It looks like you are using the online version, once the state is paid for, you should be able to see the forms. There are many MI forms not yet ready but the main form is. When you do the print preview, are there any MI forms showing?
Since you state that you have paid and program is not capturing information, there must be another issue.
If you are able to delete, you should, re-enter the information and then pay.
If you can't delete the state and start again, follow these steps:

I agree with the opinions expressed therein, that TurboTax's messages related to this issue should be made clearer, before an unwary user ends up mailing in an incomplete state return.

Filing my mother's taxes with zero paid and zero owed. I can claim her as a dependent.
I can see this problem was identified in prior threads in 2019 but remains broken in 2023.
Using the forms view, I was able to uncheck in the federal 1040 form that she is a dependent, print the MI 1040 and then recheck the dependency box in the federal form.
Kind of a crappy way to have to operate a purchased system for taxes.
