The federal tax credit for eligible electric vehicles is available regardless of the state of purchase.
The California "clean vehicle" rebate is available only to vehicles registered in California.
The Georgia EV credit expired in 2015, but legislation was recently introduced to reinstate it. See this: https://cleantechnica.com/2019/05/01/bill-introduced-to-reinstate-georgia-ev-tax-credit/
