The state is saying I did not file my state taxes and did not pay. But turbo tax is saying I didn’t. And now my credit is effected. How do I fix this?

Is the state saying you didn't file a tax return or just that you didn't pay the tax due?
For tax due......
Your only proof of payment is your bank statement or credit card showing the payment coming out. Turbo Tax only passes your bank account number to the state for the state to take it out of your account. But most states do not let you pay by Direct Debit so you have to mail in a check or go directly to the state's website to pay. And some banks use different routing numbers for deposits and payments. Double check the number you entered with your bank.
Check the printout or PDF of your return; look for the state cover sheet with the Turbotax logo. If you owed tax, it will show the payment information and how/when you decided to pay. Read the state payment instructions carefully since most states cannot be paid from within the TT system and requires additional steps.
And You can never have a state tax due deducted from a federal refund. You will still get the full refund and have to pay the full tax due yourself. Turbo Tax just showed you a screen at the end combining federal and state . But that was only for your own info. And you can only have the Turbo Tax fees deducted from your federal refund. See,

Your only proof of paying your state tax due is your own bank/credit card records. If you somehow thought your federal refund paid the state, that was a mistake--you cannot do that.

Or--the letter the state sent you most likely has instructions for how they want you to pay.
if the state is saying you didn't file, how did you file? If you efiled you should have gotten an acceptance email or a rejection emailed if it wasn't accepted which means it hasn't been filed. if you mailed in the return, did you use a method where you got proof of mailing and delivery. you'll have an almost impossible task of proving to state you timely filed with out proof of mailing and delivery. If you owed did you include payment with your return. as others have mentioned you can not pay a balance due on one return with a refund from a different return. if you paid by check or credit card, the charge to the account is proof. if you paid by money order, cashiers or certified check, did you keep the documentation? again without it you could be out of luck
