I am so confused. I have lived and worked in Cleveland (Zip code is 44103). My employer has deducted local income tax (Box 19 in W2) and Locality name in Box 20 (200-CLEVELAN)
Do I need to file Form 37 for RITA tax? I am using Turbo Tax deluxe 2018. I don't even see Cleveland under the drop down under "Municipality where you lived and earned wages" under Section A.
Also don't see "CLEVELAND" in this list http://www.ritaohio.com/municipalities
Since my employer has already deducted my taxes, do I need to submit form 37?

Unfortunately, you must file a City of Cleveland (CCA) income tax return even though your employer deducted local income tax.
Most cities in Ohio require residents to file an income tax return even if the result is a zero balance. Cleveland is one of those cities.
You do not file Form 37 for RITA tax. You would file under the Central Collection Agency (CCA)
