I get the following error during the review and can't correct it (also with lot and county muni code) Form NJ-1040 P2: Ln 38b - Owned Home Block should be blank.

To fix this error, please follow the steps below:

1. Open your return.
2. Click on State on the left-hand side. 
3. Click Continue next to your New Jersey return.
4. In the NJ return, you come to a screen You've Finished your NJ Return.
5. Scroll down to Taxes and Credits, select Update
6. On the page About the Homestead Rebate and Property Tax Deduction, click Continue
7. Follow the on-screen instructions. 

If that does not clear the error, then uncheck the homeowner box for Line 38D when you are reviewing your return.
