How do I delete a NY state solar tax credit that Turbo Tax claims I am making, which I am not?

To Delete the NY state solar tax credit:

• Go to state taxes
•  Then other-tax credits
• Then go to non/refundable credits and make sure the boxes do not have a value. If you have entered "0" in those boxes, they should be left blank. 
• Then delete form IT-255, the form for solar and wind energy credit, in the tools section from the drop-down menu on the upper left of the screen.

I had to ask this question three times. Form IT-255 was not listed with my return so I could not delete it.  I tried finalizing the return without deleting that form and it worked. Really frustrating.
