You need to go all the way through your Colorado interview to get the credit and answer two questions:
There two screens near the end of the Colorado interview that you have to pass through and make the correct answers to trigger the Colorado Sales Tax Refund:
1. "Qualifying for the Colorado state sales tax refund" (this is where the question about days incarcerated is)
2. "Qualifying for the Colorado sales tax refund" (where you have to indicate your filing date)
Once you have clicked on Yes on the second screen, the TABOR refund will be added.
Let this be a lesson for all TurboTax users, that when you start a section in TurboTax, that you finish it.

If I could ask you this. I have already filed and am looking to submit an amended tax form now that I realize the error. Turbo tax no longer seems to allow an interview process only to edit per category which in reviewing them all I have not accessed the sales tax credit questions. Am I still missing it or would I have to submit a new return in turbo tax to get those interview questions. I am also considering trying to file the amended return on colorado's tax website. Again thanks for your guidance.
You can amend your Colorado return to claim the refund. See the TurboTax Help article How do I amend my state tax return? for guidance.
To establish your eligibility for the Colorado sales tax refund (TABOR) in TurboTax Online, follow the instructions below. Take special note of step 7. The question asks whether you were incarcerated in Colorado for 180 days or more in 2023.
Note: If you don't come to the screen in step 5 above while reviewing your return, select Start or Revisit next to Sales Tax Refund when you come to the A few things before we wrap up your state taxes screen.

In my case, I still couldn't get Turbotax to give me those interview questions on the amended report. But I appreciated your clear instructions .....maybe it was me, I remember them the first time around but it felt like a software glitch. I ended up filing an amended state return with Colorado State directly on their revenue website.

Mine is only showing a refund of $480. I thought it was supposed to be more, especially since I'm married.
The TABOR refund will be factored into your annual tax burden, meaning if you're getting a Colorado tax refund, you'll get even more. If you owe tax to the state, then you'll owe less. The amount of Tabor refund is reported on your DR 0104, Colorado Individual Income Tax Return Line 35
