HOW DO I ADD A NEW TAXPAYER? LAST YEAR IT WAS SIMPLE, BUT THIS YEAR COULD NOT FIND HOW YOU CAN ADD THE NEW TAXPAYER

Last year, all you had to do was to hit the statement, add new client.  This year the oportunity is not available.  Is it posible that I purchased the wrong product?
