You do not have to file a Washington return if you don't qualify for the Working Families Tax Credit.
If you are ready to file your Federal return, check the option that you wish to file the Federal return only.
You should be able to Efile your Federal return separately. See Filing Federal and State Returns Separately.
If these suggestions don't work, you may want to perform a Manual Update and re-try Efiling just your Federal return again.
Lastly, in FORMS mode (if you are using a Desktop version), you could delete all the WA forms manually, or just the Working Family Tax Credit form, then try FILE > REMOVE STATE RETURN again.

Thank you for your suggestions. I will try these options. It seems to me a bug in the software. but since you provided me the work around, I feel I will be able to resolve this issue.
