My nephew receives disability income from 100% veteran disability. He's 42 years old. It's not taxable, so nothing is entered on his federal return. However, Georgia's Retirement Income Exclusion says he can exclude up to $35,000 of his retirement income (pension, not disability). How/where in TurboTax does he specify that he's disabled and eligible for this exclusion on his Georgia tax return?

Veteran's benefits do not get entered on his federal return at all. Why would GA need to know he received veteran's benefits? Are you preparing a federal return for your nephew with some other income he also received? Why are you trying to do a GA return?
And even if he has pension income and it was entered on the federal return, since he is disabled then the Georgia Retirement Income Exclusion would still apply if he is a Georgia resident.
But as @xmasbaby0 noted, if he receives VA disability benefits, none of those benefits are entered on a tax return.
Yes, I know his veterans disability isn’t entered, but his pension is. So my question is where on the GA return on TurboTax does he indicate he has a 100% veteran’s disability?
You will indicate that he is disabled when you begin the state portion of the tax return. When you start the State portion of the interview, TurboTax will ask about permanent disability.
Answer yes to this question, and TurboTax will calculate the Georgia retirement income exclusion.
If you do not see this question, click Start beside Retirement Income Exclusion on the page that reads, "Here's the income that Georgia handles differently."
