Under federal law, the Georgia Department of Revenue can take your federal income tax refunds and reduce or pay income tax debt you owe to the State. If the federal government is not allowing the IRS to take any of your stimulus refund (unless you owe child support), I do not imagine that it would allow the state of Georgia to take any of your federal stimulus check.
It is valid for 2019. It is considered though as an advanced tax credit for 2020.
