Georgia Qualified Education Expense Tax Credit

I believe there is an error in the 2021 TurboTax Deluxe edition that mis-calculates the impact of the GA Qualified Education Expense Tax Credit.  When I enter the Education Expense credit, it is represented as the Education Expense Tax Credit and as a Business Expense Credit.  When I try to complete and file the tax return, I am in a continuous audit/review loop that states there are errors in the associated worksheets because TurboTax is recording 2 occurrences of the tax credit.

I am testing this credit, and I see that it is duplicating the credit in the input, but not on the form. Is that what you see?

Would you do me a favor? Could you send us a "sanitized" version of your return (all personally identifiable information has been redacted). We will do this redaction and put it in our data base where it can be referenced by a "token" (a number that points to it) if you do the following:

To send us a token, please do the following:

TurboTax Online:

Click Tax Tools in the menu to the left.

Click Tools, and then

Click Share my file with Agent.

A pop-up message will appear. Click OK to send the sanitized diagnostic copy to us.

Provide the token number that is generated onto this thread.

TurboTax Desktop:

Select Online menu if the customer is using Windows. Select “Help” if using a Mac.

Select Send Tax File to Agent.

A pop-up message will appear, and the customer will select, Send. If using Mac "Send Tax File to TurboTax Agent

Note: Desktop will save a file to your computer unless you uncheck the box.

Another message will appear. Provide the token number that is generated onto this thread.

And at the bottom of your reply, please enter "@" plus "BillM223" (without the space in between) so that I will be notified.

Georgia Qualified Education Expense Tax Credit

There are several issues, all of which can be surmounted.

First, when you entered the Education Expense Credit of $700 under "Take a look at Georgia credits", in the Georgia interview, it created two entries as I am sure you saw: Education Expense Credit and Business and Individual Credit. I don’t know why it did this, since only one $700 credit appears on your Georgia return. Anyway, let’s ignore the duplicate for the moment since it doesn’t appear to affect your tax return.

Second, as soon as you enter this education expense, then on the previous screen (“Here’s the Income that Georgia Handles Differently”), when you go back to it, there will be an entry “Other Additions to Georgia Income” with $700.

That’s because on the screen “Qualified Education Expense Tax Credit”, you must have checked Yes. So, TurboTax thought that you were trying to take advantage of the $700 as a tax credit and also as a deduction on your federal return (which would flow down to Georgia) – this would be double-dipping. So, when you got the credit and said that you also deducted it on your federal return, the amount of $700 was made an addition to Georgia income (i.e., it was no longer deductible in Georgia).

This would be fine except that you really didn’t take the $700 as a deduction on Schedule A on the federal return. “What?” you say. The reason you didn’t is because of the SALT limit (State And Local Taxes). Your state and local taxes were capped at $10,000 and your entered amount (including the $700) was way more than that.

So, in essence, you didn’t take the $700 as a deduction after all. So go back to the Education Expense Credit section (under “Take a look at Georgia credits”) and answer NO this time. You should see your Georgia refund increase now because there is no longer $700 added to your Georgia income, and the (previous) screen that showed additions to Georgia income no longer shows it.

When you finish this sub-interview, you should be back to “Take a look at Georgia credits” with its two $700 entries. This time, click on the other Edit button, the one for Business and Individual Credit. Proceed through this sub-interview, and again, when you are asked “Did you take a federal itemized deduction of state income tax on your federal return…?”, answer NO. This time it won’t change your refund.

But we are not quite done yet. When you start the Review for Georgia (“Let’s check it over”), the first “Check this Entry” screen is a message about “Donation Credit Amount should be blank if you are not claiming the Qualified Education Donation”. Well, ignore the fact that you ARE claiming the donation, but it doesn’t think you are because of the answer we just changed.

On this screen, there is a box to the right of “Donation Credit Amount”. TurboTax thinks it should be blank, so go up to the blank and hit Delete until it’s all gone. Then scroll down and hit Continue.

Hit Continue again and when it says it wants to review your state return again, hit Continue, and the next screen, press “Run Review Again”.

This time the error messages about the Donation Credit Amount do not appear, and you have passed the Georgia review.

I haven’t run your Federal review, but I leave that to you.

Georgia Qualified Education Expense Tax Credit

Hello!

I'm having similar issues with the Georgia Qualified Education Expense Credit. When I go into the Georgia return it already has $2,500 populated for Education Expense Credit and Business and Individual Credit.  I click on Edit for the Education Expense Credit and it asks if I received pre-approval and I answer Yes. Then it advances screens and asks me the 3 questions and I say I did NOT include it as a deduction on my federal return, I did receive contribution confirmation, and I didn't make a contribution for direct benefit for any dependents. It asks for the IT-QEE-TP2 and IT-SSO1 amounts and I entered $2,500 in each box and advance to the next screen where it again asks me if I have taken a federal itemized deduction and I answer NO again. Then it takes me back to the same main screen "Take a look at Georgia Credit" where it has entries of $2,500 for both Education Expense Credit and Business and Individual Credit.  I can't get out of this loop. Any advice?

So you are saying that you did this:

"Hit Continue again and when it says it wants to review your state return again, hit Continue, and the next screen, press “Run Review Again”.

This time the error messages about the Donation Credit Amount do not appear, and you have passed the Georgia review."

But the error returns each time you run the Review?

Hello.

Unfortunately, I run the error check and it returns the same error.

It brings up Credits Wks: Donation Credit Amount should be blank if you are not claiming the Qualified Education Expense Donation. I thought this should be $0 since I am not taking a deduction on my federal return. However, in the box where it shows the return snapshot the wording is saying "Amount of charitable donation reported on Federal return as "state/local income tax" where I have left it as $0

Should I enter $2,500 here? I don't recall ever inputting the $2,500 GA Goal contribution as state taxes paid in years past on Turbo Tax? Something is different this year...

Thanks for any advice.

Miss B,

@BillM223 was able to help me with the issue. You are experiencing the same endless loop that I did.

Good luck with your taxes.

If you are having the same issue, you don't want zero in that box, you want NOTHING. Yeah, it's funny how sometimes zero isn't the same as blank.

Try that.
