I got a bill from New York State, but they were suposed to take it out of my account.

If you elected to have the taxes due to NYS auto-debited from your account and instead you got a bill I would call NYS department of finance and speak to a tax representative there to find out if there was there a problem auto drafting the funds. If there wasn't, make sure that they show to auto draft the funds and when they will, and if there was an issue with the auto draft see if they can tell you what it was.
