I transmitted my state returns without entering my 1099-HC form. I received an e-mail stating that I must fill these out in order to process the return. I am unable to go back into my state return because they were already transmitted. What do I do?

If you have filed your tax return and then discover that you have to add Form 1099-HC you will have to wait until the IRS either accepts or rejects your tax return.
If the return is rejected you will correct the error that caused the rejection, add Form 1099-HC and refile your return.
If the return was accepted by the IRS then you will have to file an amended tax return using Form 1040X to add Form 1099-HC to your tax return.
This link to the TurboTax Help page How to amend (change or correct) a return you already filed provides information on how to amend your tax return.
Were you filing a Massachusetts state tax return? (1099-HC is proof of health insurance coverage for MA.) What exactly did the e-mail you received say?
Yes, I was filing a Massachusetts state return. The email said:
“The tax forms we needed to finish up your taxes are ready to go.
We’re ready to walk you through:
It gives me a “finish now” button to click. When I click it, I log into my TurboTax account but I’m still unable to edit anything.
Can you see the status of your MA tax return? If you transmitted it, is it possible that it's neither accepted nor rejected at this point?
No idea why you can't edit - probably best if you contact customer support. Start here:
