Arizona did not recognize subtractions to income because of social security payments because of 65 or over deduction, what gives?

Not sure what you are referring to. AZ does not tax Social Security benefits. Please explain.

Do you have a taxable amount of Social Security on your federal 1040 line 6b? If your SS is not taxable there is nothing to subtract for state.
