Unfortunately you do, provided that the KY taxes mistakenly withheld were included in your itemized deductions from last year. When you get a reimbursement for itemized deductions you have claimed in a prior year, you must report the amount to determine how much is taxable.
The Ohio tax you had to pay back may or may not offset this. You can claim the payment you made to Ohio as a possible deduction for 2018, however, because of SALT limitations and the larger standard deduction, you may not see a significant change on your return. But you will still have to claim the KY refund if you claimed the KY withholdings on your tax return last year.
