I work remotely for a company in Illinois. I reside in Louisiana. My company deducted Illinois taxes from my wages. When I filed my returns I had to pay income tax in Louisiana, so I paid income tax in both states. Does someone owe me a refund?

If you never worked or lived in Illinois then you should have filed a nonresident Illinois tax return to get a refund of the Illinois taxes paid.

A. Yes, Illinois. But. you have to file a non resident return to claim a refund. You might want to file a paper return and attach an explanation of the situation (the fact that your employer withheld IL tax doesn't help your case).
If that fails, the alternative is to claim a credit, on your LA return, for the tax you paid to IL. You are required to try for the IL refund first, as that is the correct way to do it.
If you are still working for that employer, try to get them to stop the IL withholding. The will probably be unwilling to withhold LA. In that case, you should probably make quarterly estimated payments to LA.
