If I live in Clinton Township, MI but work for a company in the city of Detroit, do I need to complete the Detroit Tax form as a Nonresident?

Yes (Box 19 right?)

Then yes, I would file them. You are probably not required to if you don't live in that city, but you would then get refunded those withholdings.
