I live in California. I have VERY low income. I was on a Covered California policy for January and received a premium tax credit. After this, I went on Medicare for the remaining 11 months of the year. TurboTax says I have to repay $300 of the premium credit even though I have poverty level income. I am flabbergasted! How can this be? My income was LOWER in 2020 than in previous years. In no year have I ever had to repay an advanced premium credit. Is it because I went on Medicare in February of 2020? The federal government did not do this to me. In fact, they refunded me $1. Thanks!

Califorinia does not conform to some of federal provisions. If you're household income was over the poverty line during the time you're covered through Health Insurance Marketplace, you may have to pay back the advance premium credit received.
The Premium Tax Credit is a refundable credit for individuals who purchased health insurance coverage through Health Insurance Marketplace. You must qualify to get the credit:
My income was 50% of the poverty line! I also had Medicare for 11 months. Federal government gives me a CREDIT. The state says I owe money. I still don't know why. I was fully insured for 12 months and only had a premium tax credit for one month.
Just so you know, after talking to Covered California and State Franchise Tax Board, I figured out what I did wrong. Entered the federal form info for Covered California into the STATE return. Nice Covered California lady told me there were TWO forms. I realized then that I had used wrong form for state tax return. Now I need to pay back nothing, as I thought.
