Cost to E File State return

Why can't the cost to file my state return be deducted from my state refund? Because I applied my Federal refund to my 2020 taxes, I can't file my state taxes electronically without using a credit card. This doesn't seem right.

The pay with refund is only available using the Federal Tax Refund.

But why would you want to pay the $39.99 service charge in addition to the $24.99 e-file charge?

If you do not want to pay the e-file fee for the state tax return then just print and mail the state return to avoid the $24.99 e-file fee.

My e-file was accepted over a month ago, Where's My Refund shows Return Received, but my account transcript says 'Return Not Present' and 'No tax return filed.
