Cannot file 2023 California form 540

I cannot file my 2023 California form 540. This has been several days after submitting my 2023 Federal form which was accepted with an email from Turbo Tax indicating form sent and accepted by the taxing authority. However, in attempting to file the California tax form, the payment page continues to reject my attempt to authorize payment for filing the California eform. What's going on?
