TurboTax's state review flags the following on my Georgia tax return and says I can only file by mail unless I fix (but Georgia requires e-file for those claiming a Qualified Education Donation Credit):

You may instead apply some/all of the Georgia allowed credit amount as "state/local income tax payment" on your Federal Schedule A, up to the maximum allowed limit on your Federal return. To indicate this donation as "state/local income tax payment", go back to your Federal return and enter this amount as "estimate tax" paid, enter same amount below to reconcile your Georgia tax return. I already entered the donation amount as state/local estimated taxes paid on my Federal form, but it's not accepting that amount (or any amount, I even tried zero) on this screen and the review fails (endless loop to fix the same problem, preventing e-file and only allowing File By Mail). How do I fix this so I can pass the SmartCheck review and e-file my return?

I was able to resolve my own issue, but I hope this helps others who see the same error. Georgia's GOAL Scholarship Program website issued the following instructions:
*If you experience a TurboTax error:
GOAL has been informed of a rare error that occurs when submitting a Georgia Tax Return through
Turbo Tax. If you receive this error, the software will not allow you to e-File until the issue is resolved.
How to resolve:
If you receive an error about the Qualified Education Donation Tax Credit (different than the
GOAL Qualified Education Expense Tax Credit) like the one below, you need to delete the 0
from the field, as it must be blank. The software will not accept a 0 in the box. This will resolve
the issue.
