cannot complete state taxes

on turbotax desktop - when i choose review, i keep getting "we need a little more info to finish your Calif return. once you finish, we'll give you the option to file your Ca return"

I click on "finish CA now" - then "continue" and it takes me right back. then i click on "done with state" -- since it doesn't bring up anything unfinished.
