states its ready to file, i click continue, and filled it out. it then goes change to e-file or mail try to change it because its marked as “file later” but the only options of change there is “Im not ready to file”

If you already e-filed a federal return at an earlier time, you will not be able to e-file a state return until the IRS has accepted the federal return.  Watch your emails for a message that says the IRS has accepted federal then try again to file the state.
