California resident family here. Completed my own 2024 taxes last month and at that time TurboTax Deluxe (Desktop version on Windows) properly generated 2025 California estimated tax vouchers # 1, 2, and 4. (California doesn't have a payment due at the # 3 date, so it's correct that it didn't generate a voucher for # 3.) Now I'm assisting another family member with their taxes, and despite filling out the California Estimated Wks, which shows California estimated tax payments due with vouchers #1, 2, and 4, in the list of "Forms in My Return", only Form 540-ES 1 and Form 540-ES 2 are shown - Form 540-ES 4 is missing. (There is also no Form 540-ES 3, but that is as expected.) Similarly, when I Save to PDF and select "Tax Return, all calculation worksheets", the 540-ES 1 and 540-ES 2 vouchers are included in the resulting .pdf file, but there is no voucher for 540-ES 4. Was a bug recently introduced into the program?

I know of no new issues with Form 540-ES.
Since you are using a Desktop version, you could go to Forms mode and look at the completed Worksheet and Forms 54-ES. You can click inside a numeric field and click the magnifying glass to track the source of the entry. You can also use My Tax Data under Tools to look at all of the entries on the return and see which ones were entered by the user.
A direct payment can also be made to the state at any time.
Thank you. I have updated to the latest version of the application (as of 3/15/2025) and the problem remains. When I go to "Forms" mode, California estimated tax voucher 4 is still missing from the list of forms shown on the left (while CA estimated tax vouchers 1 and 2 are present), and when I print to pdf, voucher 4 is still missing.
Meanwhile, in the California Estimated Wks form, it properly shows the 3 payments that will be due (for tax periods 1, 2, and 4); and in fact, when I "QuickZoom to voucher" by clicking "QuickZoom" for period # 4, it does in fact show me voucher # 4. However, when it shows me that voucher # 4, the list of forms on the left highlights "Form 1040: Individual" at the very top of the forms list, rather than showing/highlighting "Form 540-ES 4" under the "California Individual" heading as it should.
Can you please ask the developers to look into this? Thank you.
I just tested generating Forms 540-ES and was able to generate all three vouchers without using the QuickZoom feature - screenshot below:
In order for us to troubleshoot this further, you can send us a “diagnostic” file that has your “numbers” but not your personal information. If you would like to do this, here are the instructions for TurboTax Desktop users:
Thank you. I did as instructed, and the program said it sent a sanitized copy, but the provided token number is not 7 digits. The token number it gave is 16185026-77898489. I hope the procedure worked and that that number identifies the right file.
Trying again to post the token number, since when I typed it exactly as shown, the website software automatically removed part of the number in my last post. The token is:
16185026 - 77898489
(but in the actual token it is shown with no spaces between the numbers and dashes)
And in case even that gets automatically edited to remove part of the number as well, here it is again in a spaced out format:
1 6 1 8 5 0 2 6 - 7 7 8 9 8 4 8 9
Yes the Desktop token numbers are longer. But the spam filter usually removes part of it like yours. You can post a screenshot of the token number.
