To claim the credit:
Taxpayers are eligible to claim the kicker if they filed a 2022 tax return and had tax due before credits. Even taxpayers who don't have a filing obligation for 2023, still must file a 2023 tax return to claim their credit.
We did file 2022 and will file 2023. Does this mean the kicker is not refunded/credited until 2024 tax returns?

Which version of Turbotax are you using?
Are you preparing a tax year 2023 return? If not, what year?
Has the screenshot you provided been modified?
I am using Turbotax premier for 2023 and preparing my taxes for 2023.
The screenshot is exactly what is seen in the turbotax software and it has not been modified.
It appears a reboot of the PC and restart off the software has cleared the issue.

I am not seeing the "Oregon Kicker" credit in the TurboTax guide for 2024. However, I can look up the amount using the state calculation utility. How am I able to see the kicker credit within Turbotax?

Per the DR0104, the Tabor Credit is for full-year Colorado residents, born before 2006, or full-year Colorado residents who are under the ag... In addition, Individuals serving a sentence for a felony do not qualify for the credit if they were incarcerated for at least 180 days of the 12-month period ending on June 30 of the tax year.
The amount of the kicker credit depends on your modified AGI on Line 34 of the Colorado return. Please see the table below.
