I retired as a State of Iowa employee, thus have an IPERS (Iowa Public Employees' Retirement System) pension. I live in the state of Illinois. My IPERS 1099R shows $0.00 state tax withheld (which is correct...there is only federal withholding). There is a State/Payer's state number ([removed]) but I have no idea which state that is referencing. Illinois does not tax retirement income, but am confused as to how (and which state) to enter state information in Turbo Tax.

If there are no state income taxes withheld in box 14 on the Form 1099-R then you can leave boxes 14, 15 and 16 blank (empty).
