You get excess SS back if you had more than 1 employer and those employers took out more than the max for Social Security tax in W2 box 4. For 2022 the max for Social Security is $9,114.00 on $147,000 of wages (147,000 x 6.2%). And it is for each spouse separately if married. Check 1040 Schedule 3 line 11 which goes to 1040 line 31.
If you are working, there is a limit on the amount of your earnings that is taxed by Social Security. For 2022 it is $147,000. If you have multiple jobs, and exceeded that limit, it is very possible you did pay an excess in Social Security tax.
If that was the case, TurboTax can calculate the excess and include it in your tax refund. Since you are in the free edition, that would require an upgrade.
....and if you didn't exceed $147,000 of W-2 income this year?
1) make sure you didn't enter your W-2 form twice.
2) IF married, make sure you indicated which W-2 belonged to which spouse.
3) IF you are an employee of a RR, sometimes: either the RR doesn't indicate your RR wages in box 14, or perhaps you mis-categorized those RR wages in box 14...that can lead to overpaid error.

and then
4) IF you had more than one employer in 2022, and the box 3 $$ total from both W-2 forms exceeds 147,000...then you did overpay, but the Company EIN numbers need to be different on each W-2 (this doesn't happen sometimes if a W-2 Pay Agent issued the W-2 forms for both employers)
