Yes, this is apparently a software defect in Turbotax, but they make all questions about it disappear.
You should be able to import from Vanguard. If you can share what happens when you try to import, we'll try to help.
Try turning off all anti-virus software, as it may be a connectivity issue not allowing your import. Here's How to Turn Off Anti-Virus Programs.
If you're using TurboTax Online, clear your Cache and Cookies between attempts.
From the financial institution search area, try double-clicking on Vanguard in the search results, instead of using the 'import now' button.
This should take you to the Vanguard sign in page. You may need to enable 'third party sharing' in your Vanguard account.

For 15 years I have imported Vanguard data using my account login info. Now I get the screen asking account number and document ID. My tax forms have no document ID. I have contacted Vanguard multiple times, and they assure me this is a Turbotax software bug, and my issue is with you. Considering it now takes Turbotax 20 minutes to start on my computer due to all the updates to fix bugs, I believe them.
I only see an option for Vanguard Brokerage, not mutual funds.
I cleared cookies and cache.
Vanguard says to call Turbotax.
I can manually type in my 1099-DIV, but it doesn't allow for me to put in an FEIN number.
I also tried uploading using a photo, but it only input the first entry.
