why does it say RMD can't be less then distribution when have same number in both places?

When entering your 1099-R, did you indicate that 'all of the distribution is RMD' and then enter the amount of the RMD on the next screen as the same amount as distribution? 

If so, and you're using TurboTax Online, close the program, clear your Cache and Cookies, and return to this section. 

You could also try deleting/re-entering your 1099-R and proceeding through the screens to the end of the section.

Otherwise, you are correct that RMD can be equal to or less then the distribution.
