Because the IRS does not have a code X for entry in box 7 of a Form 1099-R.  The X you are referring to probably is for indicating the distribution was from a IRA/SEP/SIMPLE account.

Are you sure the "X" isn't supposed to be a simple click you make in the IRA/SEP/SIMPLE box close to the box 7 codes...but not really a part of box 7?
