Why do I get a message that 1099-R state withholding is wrong and must be less than total distribution, which it is?

On your 1099-R, what is your box 16 amount (state distribution). What is your box 14 amount (state tax withheld)?

The second message is saying that your box 14 amount is larger than your box 16 amount, which would seem to be improbable, to say the least.
