Where is form 8915-E for the CARES Act, to keep from paying the 10% penalty fee for an early withdrawal?

I have two 1099-R forms related to a single retirement withdrawal made under the CARES Act (the withdrawal was split and taken from 2 accounts). When going through the app to enter them, only one asked me if it was related to Covid-19. The other one is still being charged the 10% early withdrawal fee. I can’t find the option to complete the 8915-E form in TurboTax to waive the 10% fee. Any tips?

What is the code(s) in box 7 on the 1099-R's?

The one that asked me if it was related to Covid had a number 1 in the box. The other one that did not ask me about Covid had a 1B in the box.

Code B seems to work correct in the CD/Download desktop versions, but the online versions seems to have a bug that ignores code B for the COVID questions.
