If you were paid as a consultant and you were not an employee of the company who paid you, then you are considered self-employed for the work that you performed. This is true regardless of whether you received a Form 1099-MISC or not.
You would enter your income as cash on Schedule C for business income and expenses and claim any expenses that you had related to the work you performed.
