We have an inherited IRA that we did not take a distribution from because of the CARES Act. We did not receive a tax form. Do we still need to list the account?

When I tried to leave it on my taxes with no income. Turbo Tax keeps telling me it needs review.

Did you receive a Form 1099-R? If so, is there a distribution in Box 1? You don't enter a Form with no income on it.
