I neglected to report 2018 Social Security Benefits (mine and spouses, filing jointly). Is there a way to rectify this in my 2019 return? If so how?

You'll need to amend your 2018 tax return to report these social security benefits from 2018.

No you cannot enter it on your 2019 return -- you cannot enter a prior year's income on your new tax return --ever.
If you filed a 2018 tax return then you should amend it to include the SSA1099.

A 1040X cannot be e-filed. It must be printed and mailed. It will take about 4 months for the IRS to process an amended return. It is a good idea to use a mailing service that will track it, like UPS or certified mail, so you will know it was received.
