TurboTax - Washington State is not in the selection drop down for box 15 on 1099-INT. Not only that the link to get to a live person via the damn app isn't working.

Washington state is not an available choice because WA does not have an income tax. You may leave this blank.

Leave boxes 14, 15, 16 entirely blank on that 1099-R

Thank you @MindyB and @SteamTrain, I was able to succesfully finish my taxes for another year.

TurboTax - You should still do general quality assurance check on the app. I'm sure several users brought this up, but the app and website are being buggy.
