BTW, there was 1099-R amounts entered into our federal return - and these were carried over to the state return. We are simply missing the summary sheet.

You must complete Form IT-1099-R only if you file a New York State income tax return; and you received 1099-R statements that show New York State, New York City, or Yonkers withholding. Is that the case for you?
I have the same issue no form generated. There was no NY taxes taken out. But due to my circumstances, I have to mail my NY states forms in and the instructions state that they must include a IT-1099-R form.
Is this a bug?
I ended up having to mail my Federal and NYS returns because my electronic filing was rejected due to another TurboTax issue regarding an IRS AGI mismatch for a deceased spouse.
So--do I send in the individual 1099 statements with my NY return, not send anything because no NYS tax was withheld, or will TurboTax fix this issue and generate the Summary of Federal 1099-R statements?
At his point, I would send in individual copies of the 1099R with your return and mail to NYS to prevent further delays.
The instructions say specifically NOT to send in the individual 1099-R forms.
So how do we force the program to generate the summary.
When you enter 1099 R's, there is a 1099R summary listed in your forms but it will not print with your return. To access this summary in Turbo Tax online, go to:
If you have a desktop version of Turbo Tax.
If you use the online version of Turbo Tax and if your return was submitted, you will need to scroll to the bottom of the landing page. Select Add a State and this will allow you to access the Print Center to access the 1099R summary
