You misunderstood. Anyone at any age can have taxes owed. It depends on the income they received and the amount of tax payments that they paid (taxes withheld).
Just complete your tax return and if you are being claimed as a dependent by your parent's or someone else then you indicate on your tax return that you are a dependent.
A Dependent filing Single -
You must file a return if any of the following apply.
1. Your unearned income was more than $1,100.
2. Your earned income was more than $12,200.
3. Your gross income was more than the larger of—
a. $1,100, or
b. Your earned income (up to $11,850) plus $350.
my son had a summer job last year and was 15 at the time. social security taxes were taken out of his salary. I thought social security taxes were exempt for minors. can you please let me know how to get the taxes back to him?

There is not an exemption for anyone, regardless of age, for having Social Security taxes and Medicare taxes withheld from their earned income.
I am gaveling this same question. On the IRS official website it says “Payments for the services of a child under age 18 are not subject to social security and Medicare taxes” I am 17 in California, and made around 10,000$ total this year and it’s not giving me my 600$ social security tax back.
If your employer paid into the social security and medicare system on your behalf then you don't get it back. Your employer had to enter you as an exempt employee and then not take the social security and medicare out of your check. There isn't a procedure to get it back.
Please post the IRS link where it says that. It might be for paying your own child to work in your business.
