I used to teach in Texas, where they automatically withdrew from paychecks for retirement. In early 2017, while living and working in Pennsylvania, I made an early withdrawal. I moved to California in late 2017.
I am wrapping up my taxes, and I am getting an error on my PA form, indicating that I need to select the state distribution type. Because there are no income taxes in Texas, this is left blank on the form.
Do I leave this blank on the PA return, or do I select the option for early withdrawal? Or something else?

Assuming you were a PA resident at the time of withdrawal, the retirement income is reportable on a PA resident return, regardless of the source of the retirement income. How it is treated is largely based on the code in box 7 of the 1099R.
