Received a payment from social security in 2019 for 2018. The amount was included in Box 3 of SSA-1099. Is this considered a lump-sum payment?

Yes, this considered a lump-sum payment.  

1. Login to your TurboTax Account 
2. Click on the Search box on the top and type “SSA 1099”
3. Click on “Jump to SSA 1099”
4. Enter the info from your SSA-1099 into TurboTax and Continue
   
5. The next screen asks if you had any "lump-sum payments"; say Yes and Continue
6. Enter the lump-sum payment year and amount
