No need to send 1099R to the IRS if you E-filed, per the IRS web site. See below.
"Do taxpayers need to submit Forms W-2, W-2G, W-2GU and Form 1099-R to the IRS? No. The requirement to attach Forms W-2, W-2G, W-2GU and Form 1099-R has been eliminated for electronically filed returns. However, taxpayers should keep records of these attachments with a copy of their tax return."

EDITED 3-11-2017 to add below statement.
If the return is paper filed and taxes are withheld.. then the 1099R will be attached to the paper return, just like a W-2 is attached. So if you are Mailing in your Return, a copy of your 1099-R would need to be attached with the return.

I think the above answer by @KellyG is marginally helpful as the OP asks "do I have to copy the form [1099-R] for the PA Tax and send it with my return". The given answer addresses federal, IRS requirements, not PA state. Request @KellyG clarify her response and focus on PA state requirements. Thanks.
@pptRanger FYI - This is a new forum layout. Some posts that have June 2019 dates are really older posts from the old forum that got moved over. So they might be for prior years and not current info. When they migrated over the dates got changed to June 2019. And the screen shots got deleted.
Ok. So it may be an older post. @KellyG answer still does not answer the OP's question on PA state rules for inclusion of the 1099-R when filing or not. If the post is so old that it can not be responded to, then it should be closed out and restricted from viewing.
