When I enter my 1099-R for my CALSTRS (Benefit type: DBS Service Retirement Annuity) on the Federal forms, TurboTax asks if it is part of a qualified plan. This payment is in addition to my Caltsrs 1099-R for Benefit type: "retirement service". Is this DBS annuity also considered part of a Qualified Plan?

It depends, best thing to do is contact the plan administrator, TurboTax can't always determine the plans type only with the code in the box 7 of your 1099-R. Here's a guide to Common Qualified Plan Types from the IRS.
during service, did you make contributions to the plan out of payroll deduction?
If yes, it is a qualified plan.
