Is a 403B plan the same as a traditional IRA? Do I mark the traditional IRA or none of the above box?

No a 403B or 401K is not an IRA. Do not enter it under Deductions. Only enter a 403B from your W2, nowhere else. IRA are contributions you make outside of work with your own money to an account at a bank or broker or fund.
