I recently received Form 1099-G (State income tax refund) for tax year 2022. Why am I just receiving this and will I need to report this as 2023 income? :/

If you used itemized deductions for 2022 then you need to enter the amount of the state refund you just received the 1099G for. If you used standard deduction for 2022, you do not have to enter the 1099G at all.
