I do not have a state tax and yet, it will not allow me to move past box 15 on the TurboTax app. What do I do now?

Leave boxes 15, 16 and 17 blank (empty) on the W-2 you are entering.

What form are you entering?   If you are entering a W-2 with wages from a state without income tax (see chart), you can leave boxes 15-20 blank.   You may get a screen that asks you to review and confirm an empty state section, but if there is nothing in those boxes, you can click Continue without error.
